Moura Receives IEEE Haraden Pratt Award

José M. F. Moura has received the IEEE Haraden Pratt Award for sustained leadership, global service, and outstanding contributions enabling new opportunities for IEEE and its members.

Moura has provided sustained and outstanding leadership to IEEE, ensuring continuous improvement as the organization adapts to changing times. His service to IEEE has been nothing short of transformational, particularly in the areas of financial and governance transparency, budget management, open access, and diversity and inclusion.

Moura served as IEEE President and CEO in 2019, leaving an indelible mark on the organization through his visionary leadership and commitment to innovation. Building on his role as VP-TAB in 2016, Moura spearheaded initiatives that transformed IEEE’s infrastructure, product offerings, and revenue models to expand its global reach. A champion of open science, Moura led the launch of 14 new open access journals and developed repositories for data and code sharing. He prioritized financial transparency and accountability, achieving significant operating surpluses and reducing corporate overhead. Under his guidance, IEEE implemented a new financial system giving volunteer leaders real-time access to the finances of their units, their gross revenues, and details on every dollar earned and spent. Moura’s dedication to diversity and inclusion resulted in the Board’s approval of IEEE’s Diversity Statement and a revamped Code of Ethics. He established committees to address these critical areas, ensuring IEEE’s commitment to fostering an inclusive environment for all technical professionals. His legacy extends to modernizing IEEE’s engagement strategies, including the launch of a mobile app to enhance networking opportunities. Overall, Moura’s forward-thinking approach has positioned IEEE at the forefront of technological advancement while maintaining the organization’s strong focus on ethical practices and member service.
